TIB Update: Addressing the Past While Moving Forward
Team Independent Biathlon and USBA have agreed on a path to resolve the Karl Zeile grievance.
TIB’s grievance questioned whether Karl Zeile’s appointment to the USBA Board followed the bylaws. The disagreement concerned how the provisions governing Board appointments and vacancies fit together. USBA maintained that the appointment was valid, while acknowledging that TIB raised a legitimate question about the clarity of those provisions.

Under the settlement framework, Karl will remain on the Board, and the elected Board will formally consider and reaffirm his appointment following December’s elections. USBA will review the relevant bylaws and consider clarifications, and TIB will withdraw the grievance with prejudice, ending the complaint. Neither party will admit wrongdoing or concede its interpretation of the bylaws.
As the agreement is formalized, USBA has agreed that TIB can name one member to the Bylaw Revision Committee and that the review will also include an examination of the bylaws’ term-limit provisions and possible recommendations for revising them.
The spirit of this agreement is cooperation: addressing governance concerns constructively and working together toward a stronger USBA.
Thank you to everyone who contributed time, energy, and care. Our shared goal remains a strong, independent U.S. Biathlon organization with clear governance and meaningful member participation.
